I just took a look at this, and it appears as though our tool that creates the line of action curves doesn't automatically adapt if your scene units are set to anything other than centimeters.
I've submitted a bug report with the ticket number: VFXACT-74
For the time being, you should be able to work around this problem by scaling down your curve by the appropriate factor,
(For example, if your maya units are set to meters, your fiber curve scale should be set to 0.01) and then freeze transformations on the curve.
