There isn't a good way to this this yet.
For the time being, you could potentially drive a "thin" version of the same muscle - convert it to a bone and then attach it to the inside of the regular muscle.
This would allow the outer layer of the muscle to jiggle. (be sure to select the thin bone muscle first so that the attachments are to the inside of the regular tissue muscle.
